Programmers are people who can speak a particular language. Developers are like poets in that language. Programmers will spend most of their time debugging code because one part doesn't rhyme with another. Developers will not stop after translating your specs into code that barely compiles. Good developers don't want just to be understood by compilers! They seek, in a word, beauty.
